SAFETY VIOLATIONS

Safety rules are established to protect members and guests from serious injury or death and to protect range property. Violating any portion of the SAFETY PROCEDURES will result in disciplinary action appropriate to the nature of the offense. The severity of discipline action will be determined by consideration such as the impact of damage caused bodily injury or death and the circumstances of the violation.

OBJECTIVES & GOALS

The Safety & Security Force will endeavor to Detect, Investigate and Report all Matters Detrimental to the Safety and Security of the Members, Guests, Visitors and Staff of Desert Marksmen Rifle Pistol Club, Inc.
It is the Overall Goal of the Safety & Security Force to Reduce, Minimize and/or Eliminate Safety and Security Threats so that Desert Marksmen may Serve its Purpose in the Community with minimum disruption.

MAIN RESPONSIBILITIES
|

1.) Protect the Employees, Members, Guests and Visitors from Assault, Attack and Theft while they are on the Grounds of the Club's Range Complex.
2.) Maintain the Security of the Club's Range Complex and it's Contents.
3.) Maintain the Peace and Order of all Matches & Special Events.
4.) Control Parking and Regulate Traffic Movement on the Club's Grounds and in the Closed Kentucky Target Shooting Area.
5.) Act as Liaison with Police Agencies & the U.S. Forest Service.
6.) Advise and Recommend Counter Measures to any Detected Security Threats.
7.) Be Observant and Report any Safety Violations to the Appropriate Resposiable Authority.
8.) Observe, Report & Enforce Violations of the Rules, Regulations & Laws to the Appropriate Resposiable Authority as Required.
9.) Follow the Orders of the Exective Committee as Required.
10.) The Department will furnish Quarterly Statistical Reports of Security Functions & Events to the Appropriate Required Authority.

The Safety Officer holds the Rank of 'Captain Of The Guard' of the
Safety & Security Department's
Uniformed 'Guard Force',
which consists of the following Ranks of Officers (Years of Service):
1. Captain of the Guard - Tom Bundy
2. Commander of the Guard - Lt. Scotty Harville (Serving Since 1997)
'Safety Team Members' of the Guard - 'Consist of All Members of the Ex-Comm & those Club Members who are appointed to 'observe & report' activities to the Safety & Security Department Personel.
Safety Team Members are volinteers who act sometimes as Range Masters, Match/Event Directors, Match/Event Staff and any of the Regular Members who observe ANY Safey & Security Violations.

GATE & RANGE ACCESS REQUIREMENTS

Members Must present/exchange their Membership I.D./Combo Card & Proof of I.D. to any other Club Member, or the Club's Staff & Security Officers and to any Forest Service &/or Law Enforcement Personnel upon request.
All Member's invited Family & Guests' MUST be with or Escorted by the Member.
'Visitors' Must be Issued an 'Official Gate Security Pass' issued by the Club's Safety & Security Department during Scheduled Matches & Special Events.
TARGET SHOOTING & PARKING IS PROHIBITED
IN THE "CLOSED"-KENTUCKY TARGET SHOOTING AREA!
All of the Club's Matches & Special Events held at the Range Complex have Safety & Security Officers on duty at the Highway Gate(FR-4N20) and at the Range Complex and, if needed, on Patrol in the Closed Target Shooting Area.
Since April 17, 1996 the 'Kentucky Target Shooting Area Gate'(FR-4N20) has been CLOSED to Public Use & Access due to "Increased Use, Un-Safe Shooting Conditions & Accidents, Tighter Budgets & Reduced Staff, Higher Fire Risks & Incidents, and Increased Environmental Damage until further notice.[FS/FC:2370]
Access of Vehicles thru the 'CLOSED-Kentucky Target Shooting Area Gate'(FR-4N20) , to Access & Use the 'Desert Marksmen Range Complex Gate(FR-4N20A) &/or Access & Use of the 'Santiago Canyon Off Highway Vehicle Trail Gate'(FR-4N20B) was Restricted to Special Use Permit Holders on April 17, 1996.
Since January 22, 1999 the 'Santiago Canyon Off Highway Vehicle(OHV) Trail Gate'(FR-4N20B) has been CLOSED to ALL Access & Use "Due to the creation of the 3000 acre 'Littlerock Endangered Species Habitat'.[FS/FC:2670]
Since March 18, 1998 Forest Service Regulations for vehicles to access Gates (FR-4N20) & (FR-4N20A) to access & use the 'Desert Marksmen Range Complex' has been with the following authorized documents only:
Title 36 of the Code of Federal Regulations:
Section 261 Requires a max $500.00 Fine &/or 6 mos Jail for each Violation of:
36 CFR 261.10l - Failing to stop a vehicle when directed to do so by a Forest Officer or Representive.
36 CFR 261.10j - Use or occupancy of N.F. System lands or facilities without special use authorization when such authorization is required.
36 CFR 261.14m - Operating or parking a motor vehicle in a restricted area.
36 CFR 261.14n - Operating or parking a motor vehicle on a closed road or trail
Additional Duties Performed By The Club's Guard's:
* The Club's Security Guard's also control Gate Entry & Parking at the Fin & Feather Club's Complex durning the Club's Monthly Membership Meetings.
* The Club's Security Guard's also provide Uniformed Security for the Annual Friend's Of The NRA fund-raiseing Dinner & Auction.
* The Club's Guard's have provided Emergancy Assistance to Motorists on Angeles Forest Highway and have Reported & Assisted with local Fire Incidents and Law Enforcement Incidents.

The Safety Committee

Control, Supervise, & Monitor the Range and it's Proper & Safe Use.
The Safety Committee & Safety Team handles any Discipline & Range Facilities Problems.
Members of the Safety Evaluation Team perform random Range Checks & Observations, from Outside as well as from Inside of the Range in order to insure compliance with the Safety Plan & Club Rules.
The Safety Plan booklet is provided to govern the use of the Range, always take a copy to the Range with you please. (contact Club for copies as needed).
Range Signs are posted on Range Use & Safety and should be followed for the safe use of the range.
Violations observed and / or reported to either the Safety Officer, Security Officers or members of the Safety Committee & Exective Committee, will be followed-up and will result in Discplinary / Legal Action appropriate to the nature of the offense and will be reported to the proper athorities as needed. The severity of the violations will be determined by consideration, such as the impact of damage caused, bodily injury or death and the overall circumstances of the Violation(s).
